Former Los Angeles Police Department officer Brian O’Conner has fled to Miami, going into hiding after helping Dominic Toretto, a wanted fugitive, escape the authorities back in Los Angeles. Now, Brian makes a living through street racing, driving a 1999 Nissan R34 Skyline GT-R and participating in events organized by his friend and mechanic, Tej Parker. Following one such race, Brian is apprehended by law enforcement. However, his former supervisor, FBI agent Bilkins, along with Customs Enforcement agent Markham, offers him a deal: they will clear his criminal record if he agrees to go undercover and assist in capturing drug lord Carter Verone.

Brian accepts the proposal but insists on choosing his partner. He ultimately decides to team up with his estranged childhood friend Roman Pearce. Initially, Roman harbors distrust toward Brian due to his history as a police officer and for not preventing Roman’s previous arrest. Despite these tensions, Roman agrees to join the operation under the same condition of clearing his own record.
