Four years after completing the operation to dismantle the Chinese-Korean gang at Garibong, Deputy Chief of Police Ma Seok-do (played by Ma Dong-seok) is dispatched to handle a hostage situation at a local grocery store. Although he successfully apprehends the suspect, he finds himself in trouble, accused of excessive use of force during the arrest. Left with no other choice, the police chief assigns Ma Seok-do to a new task: teaming up with Captain Jeon Il-man (played by Choi Gwi-hwa) to travel to Vietnam and extradite a fugitive named Yoo Jong-hoon. The fugitive had fled to Vietnam after committing a robbery in South Korea, and the assignment also conveniently serves as a way for Ma and his team to lay low amidst the controversy.
